Can someone answer this, is it possible for management to keep my security deposit even though I haven’t moved in yet? Apparently there was a “contract” that I signed that any last minute changes before moving in will keep me from refunding my dep.

I'm not an expert on this, But, I'm thinking that if You we're placing a security deposit on just them holding the apartment for you, with the intent of maybe/maybe not to move in? If so, then they shouldn't be able to keep all your security deposit, Just charge you a fee, let's say a Application fee and return the Rest back to You. You can call Fair Housing listed in the Governmental pages in the Phonebook. Again, I'm not an expert, But, this sort of thing, You should be contacting your local authorities about this. I believe so unfortunately...it would probably be in the lease you signed which is what I'm assuming the "contract" they're talking about is...
