I need to renew my license and every time I go online they give me this number to call to get a password set up but they not taken calls what do I do now

Go to dmv.Virginia.gov and schedule an appointment online.

That is your pin. It never changes. One you use your pin to setup online account you should never need it again. You may need it to change your password.
