There are two types of retaining walls, Necessary and Surplus. If two properties are at different elevations and there is a retaining wall between them it's Necessary AND THEY ARE BOTH RESPONCIBLE. If an adjoining property raises or lowers there elevation that requires a retaining wall then it's a surplus wall and that owner is responsible.
