Yes but there's hills and grass and bridges that you might find difficult to navigate on your own.
It is worth going even in a wheelchair you can get to see some of the beautiful trees from the paths. It may be difficult though to maneuver inside the buildings as I don't think that they are set up as wheelchair-friendly due to the times they were built. If you're not alone you'll be able to navigate and see the springtime floral growth and it will be fine.

There are some paved paths, some brick paths, some gravel. There are many areas that have steps so it may prove difficult to maneuver to those raised areas.
