I found it very informative and it was mainly from the former slaves point of view which is different than most historic sites of this kind.
Yes, it's part of the Charleston County Park System and is closed on Mondays.

Age 3-12 $6 Age 13-59 $20 Age 60+ $15 This tour is a great pick any time, but especially for black history month. The history includes the voices of ALL those who lived on the plantation. You will not get this perspective many other places. Also a tip: if you are a resident of Charleston county, purchase a gold pass for the county parks ahead of your visit. You can use it for 4 admissions at Mcleod, and free beach parking at county park beaches for a year!!

For McLeod, you can purchase on-site. Best option is to call in advance for plantations you are interested in and get details. Some larger plantations you can buy tickets in advance.
