I would strongly suggest calling in for an appt as they will be able to assess the situation. My dog had an internal issue and they did surgery there. Another friend had a separate issue and they were referred out to a different doctor. It depends on the situation
If it's affecting his health in some way....if it's something that needs to be taken care of and your on some sort of public assistance yes....if your not on public assistance then with proof of income they will put you on a sliding scale....if it isn't something effecting his immediate health then they may direct you to a low cost vet for the procedure...i know some cases of boleggedness could cause problems like hip dysplasia....unfortunately i don't think aspca would help to correct it for minimal fee even for those of low income/public assistance unless serious issues like that have begun to occur or are severe already
