Yes you can video tape I wouldn't advise you to bring a 1980s VCR camcorder though :)
No pets are allowed in the park only service animals.There is a place located by Hersheypark Stadium called The Barking Lot,for $10 you can put your pet(s) there for the day.You can video tape all you want.Video Taping on some of the rides is not allowed for safety reasons.
