I believe it's suppose to appeal to younger children rather than pets so I would say no but I could wrong. I dont usually see pets at it.
It's free it's just closed due to construction of the building right beside it right now
They have tables and benches, but no pavilions. There is construction going on there might be in the future
Hershey city park. Open to the public. The whole complex is on the list for upgrade. Not sure when that may start.
No. 2020 I believe they are going to be done with the renovations.
