They probably could but i would not leve my 11 and 12 year old alone at an amusement park. Maybe you could find a bench or area to be the meet up point and allow them to ride the rides alone. But i wouldnt just drop my kids off and leave.
I would sat it depends on the kids and weather or not you trust them. But it might be a park rule. You might need to look into park rules and guidelines on unaccompanied minors.

No If you're underage you must be present with an adult You would not want to send an 11 And twelve-year-old to a place like that by their self anyway of any way there's thousands of people in there and the world we live and I would not recommend anywhere doing that

Mrs Nine, thanks for your response. My 11 year old daughter and her ( soon to be 13 ) friend had two tickets and wanted to go by themselves. They do keep in contact with me every 30 minutes and it should not be a big problem. They do also have the hershey park app so they wont get lost throughout the park
So busy it wouldn't take much for them to get lost. Also like the previous person said Need to have credit card for almost anything
Not a very good idea in my opinion. Need a credit card for everything and they are still at age where they should have adult supervision (maybe not every minute, but the dangers out there are real).
