The rides are a whole different section he is right You can go to chocolate world which is free but you have to pay for parking to go to chocolate world and if you want to go into the park and now go on the ride you still have to pay

Chocolate world is free. Parking costs unless season pass holder. Also can park different part for the zoo and it costs. You can pay just for zoo
As stated chocolate world is about it other than Chocolate Town which include the Hershey Supply Co, Milton's Ice-cream Parlor, The Sweeterie and the Chocolateir Restaurant
No but there are some things that are outside of the park that you do not have to pay an entry fee these include chocolate world and a gift shop. Anything past that however you will need to pay for a ticket and it is the same price whether or not you are riding rides
