It's hard to get a person on the phone and its hard to become a new patient. I've been going to them for several years and when I get a new pet that has not been adopted from them its difficult. There s a place calked RAD (I think) and they have cheaper rates then a local vet. Goid luck.
I do believe they do. I think they went to an income based system. So if your poor you get it for free and if you work for a living then most likely you can't get it. I could be wrong but I think that's they way it is.
