Good luck with Niagara SPCA,we found an abandoned kitten a few weeks back (not ferel) they would only take it if it was sick or injured.We took it to a Petco in Erie county they arranged for the SPCA there to take it.Happily that kitten was adopted recently.Also the man who took the call at Niagara was rude and short with us in our contact phone call.
Why are you surrendering? There may be help available if you want to keep him
Just take him there but they may charge you all you can do is call and ask
