My friend’s 9 year old dog passed away recently and his family isn’t ready to adopt yet, but he needs that animal interaction. Is it okay for people to come in and interact with the animals, even if they’re not looking to adopt?

You can only handle the animals if you are approved for adoption and have your tag with you. You are not allowed to per them through the cages

We generally would like people coming in to visit with and handle the animals to be interested in adopting as too much handling by a number of people they don't know can be stressful for many of them and we would like to minimize that as much as we can.

Most animals are able to be pet from the kennels and volunteers will allow you to hang out in a room with the dog for 10-20 min
