My neighbor keeps their two dogs in the garage all the time, the smell from the fecal and urine waste takes your breath away when you walk outside. Would this be considered a form of animal abuse?

Legally I cànt say mostly what I know is food, water and shelter is what they look for. Personally I'd say it is but I do know when I've called before I was told water and shelter
