If you're planning on adopting one of the animals, And you want to see how well the dog is going to interact with you, Then yes You're allowed to play with one of the pets, That you're going to choose to live with you at your home.

My neighbor keeps their two dogs in the garage all the time, the smell from the fecal and urine waste takes your breath away when you walk outside. Would this be considered a form of animal abuse?
