Is it dog friendly, with NICE outdoor seating?

Yes. There is a specific part of the restaurant where dogs are welcome. It's a large glassed in area .Very comfortable and animal friendly. There's even a side door that you can enter/exit with your pet so that you don't have to walk through the main indoor dining area is also outside seating which is condensed off season (running January-May)

Wouldn't say the outside seating was anything special a couple months ago. Felt like an afterthought. The Clowns and Cowboys have nice seating for pets and people.
