U got to ride a ferry to get close didn't get on that at the time I went it was very packed and I think you can take pictures on the ferry I dont see why not the ferryboat is the only way to get close enough for a good picture I took some from where u catch the ferry

Yes, you can. There's even a place at the front of the statue where there are signs letting you know the best spot to stand.

There is a large ring surrounding the statue where everyone is free to take photos.
