Always dress for the weather as that is the factor. This is especially true if you are planning to skate. I like fleece lined jeans, layered tops, good warm coat with hat, gloves, and scarf. Just enjoy yourself.
Being tourist place casual of fine. Your dressing should also depend on the whether conditions on the day of your visit. Make sure you have cloths that keep you warm enough as it's being cold and windy these days.
I agree with the responses above. since the weather is cold out you will want to make sure to bundle up. you will notice that it is a high tourist area and most people are bundled up and dressed casually.
