If you're attending an actual funeral, I'd recommend the dress. Just visiting:It can be more causal.

Hi Melissa, thank you for reaching out. There is no formal dress code for the general public while visiting Arlington National Cemetery. Funeral attendees do tend to dress in more somber tones, whether that be a dress or pants, but visitors are free to wear what is most comfortable. The only expect to this is if you are participating in a wreath-laying at the Tomb of the Unknown Soldier.
