They have a few "Wheelchair accessible trolleys" that go around the cemetery. They usually don't allow Electronic scooters(which I would assume golf carts too)on them though.
Hello, thank you for reaching out with your question. While there are no golf carts for wheelchairs at Arlington National Cemetery, we do provide a free shuttle to visit a particular gravesite. To use this service, please visit the ticket window in the Welcome Center and let them know the gravesite and location. If you do not know the gravesite location, you can look up the name on Arlington’s free app, ANC Explorer, on your smart phone, web browser, or kiosks in the Welcome Center. Parking is available in the Welcome Center garage. For unique access requests, please call 1-877-907-8585.
Not 'golf carts' but there's buses that are wheelchair accessible.
