The trip to the viewing terrace was worth it. All you have to do is show your ID and the elevator will take you up. A few steps also lead to a smaller open-air platform. The view of downtown over the Potomac is worth it. The entrance is now well signposted, opposite McDonalds

No problem with casual photography
A parking lot is located about 100 feet in front of the building on the left side. The parking lot is tight and narrow.
It’s for building security. They’re not selling random visitor information.
Unfortunately, the View of DC just stopped being open to the public. Only Arlington County residents and private event attendees can visit.
