You got two forms of ID, wouldn't hurt to try.

If you have your letter of incarceration than I believe you get assistance for a month out of the year. It wouldn't hurt to go there, just be ready to chill in a cool place for a little bit to get an appointment or they might fast track you because of the letter of incarceration. Not entirely sure on that.
