Marie, we do have a program called Community Resource Services that could potentially help with a security deposit, we'd need to know much more about your friend's situation to determine if they are eligible though. A good first step is to check with DSS on St. Paul to open a case if they don't have one, and to check on compliance if they do. DSS may help with first month's rent depending on the situation.
