Yes, you can get the licence and married at the day. The Licence office is different from where your final marriage is taking place, but almost at the same building, and you need two witnesses when you do the last step of your marriage.
Marriage is done at the court house down the street Monday and Friday 2-4 or across the street at the jail Tuesday and Thursday if they can fit youI in, no set times.
