They are generally at capacity with no room for owner surrenders, but you can always call and ask. If they have no space, the city shelter will always accept animals.
Sorry. Not sure I understand the question. From what I know or believe, due to limited space at facility, they won't be taking your dogs. I think Animal Haven take in dogs or cats that are really in need.
