Absolutely. Even if it's their error. I closed a business in 2000 & filed my final sales tax return & notified them accordingly. Unfortunately my bank account was still open. 3 months later they zapped my account for the "estimated" amount of sales tax I normally paid quarterly. I had to wait for s refund as they dont bother to read the information saying it's your final return. Had I known they were this foolish, I would have closed the bank account that I used every quarter to pay my sales tax collected.

If you have any liabilities / liability (if you owe monwy) with the State, IRS, other State agencies or colleges, they can and will offset your Federal/State refund and they will send out a offset notice letter informing you of the liability(ies)
