Last year I owed the state and I sent half with a written letter stating that I can only pay a half and will pay the other half at a later date ,they charge me penalty plus interest and that was wrong they did not know my circumstances all I wanted was time to pay the half, I was expecting to pay interest but not penalty. That’s a rip off. All of us should leave this state empty and relocate. I sent them a check on 1 June no I got a letter on June 29 that I still owe them for my tax return they cashed my check since June 3 so I wonder who cashed the check when it was written big and bold state of Connecticut.Teef. I phoned in on a business matter, the hold time was very short - a minute or two and the individual was very helpful and stay on the phone with me to walk me all the way through the process. Easy State to interact with.

Download and fill out a copy of the form CT-W4P. Based on your marital status and projected income, you will choose a letter designation. That should be sent on to the Federal Department that is paying your pension. They calculate the appropriate withholding, although you can request more or less be taken out. According to DRS regulations, if there is not one on file, they are supposed to withhold 6.99%, essentially the highest tax rate. Many payers, including sophisticated ones, have been late in complying with this new regulation (1/1/18), and haven't yet figured it out. My pension payer has been on top of it, but my IRA administrator (Fidelity) still can't get it right.

The Department’s address is 450 Columbus Boulevard, Suite 1, Hartford, CT 06103. For other matters – such as corporate or sales tax - you must remit payment electronically via the online Taxpayer Service Center. If this is a personal income tax matter, you may also use the Taxpayer Service Center. Please keep in mind that December 25 and January 1 are state holidays, and offices are closed.
