No idea about pets. There are free shuttles that will drop you at several great sites. Look it up for a detailed map. I'm sure the Smithsonian is accessible with the shuttle.
Not sure about pet fee.or even if they allow But not a quick walking distance. Quick lyft/uber will get you there in 8-10 minutes.
