We reserved a shelter and had a birthday party with about that many people. If it is a peak day like a weekend during the summer... Go ahead and pay to reserve or you may be out of luck on a place to gather. It gets busy.

Yes the Pavilions can handle 40 or more people they are very nice, and there is grills at each one.
