No, you can take Disney transportation to the campground to enjoy the activities. One day, coming back from one of the parks, we met some people on the bus who were doing that for the dinner show. None of the activities we have done required any kind of check-in or verification that you are staying there, but there may be some that do.

No. You can take a boat or bus to the campground and enjoy the amenities. Like most Disney functions, any of the character events should be booked well in advance.
