When I was there I heard a couple say they had appointments but they didn't. The DMV was not really checking. I went at 7:00 am and got out at 8:30. They started processing people at 7:30. Hope this helps you.

I was there to renew my license and get the real licence. Could not get the real licence with out an appointment. I did see people testing for their license but don't know if they had appointment
