As of April 1st there is no quarantine but currently you have to have a negative test completed mo more than 3 days upon arrival otherwise 10 day quarantine
No you don't have to. My mother just took a plane to California and didn't have to do any of that. Of course some airlines will ask you to present proof of negative testing. She had a doctor's letter just in case.
