I'm sure they rent certain areas. As to swiming near these areas could depend on the location. There is s lot of land to cover in this place.
you are now allowed to tube down the river with your drinks and food as long as it's in non-disposable containers.
There is no food and drink allowed closer to the water. It must all stay by the benches, the benches are in the shade and there is a playground by the bathrooms. The benches are close to the water but not close enough to watch kids swim from them.
You can barbque and everything. There are picnic tables above the swimming area
Pavilions are free depending on which park you go to its close to the swimming area on the aouth park
