I agree 9 out of 10 times they never answer.

They only really answer when someone is there in front of them and it would look bad if they didn't answer and they aren't preoccupied with a client. But they do have people sitting in front of them a lot. They answer emails 60% of the time, so you may have better luck with that. I have seen them ignore my emails because it's not something in their scope though, instead of just responding that its not something they can do or work with.
