I am going to move to another state on 4/19/19 and my registration has to be renewed by 4/2/19. Is it possible to get a short term registration? Also, when I get a new license and license plates in my new state, how do I surrender my NY plates?

I believe you can mail the plates back to NY and there is a partial refund of the registration fee.
