I recently sold a vehicle. When the new owner went to register it, The clerk said "I can see that a "newer title" was issued" Although the new owner had the title with them, they did not have a "newer issued" title. Please advice on how to proceed

That sounds like something the new owner needs to fix. Ask the new owner to go to DMV, take a ticket for registration and request a copy of newer title. They have very good supervisors who deal with complex issues.

If you don't know where the newer title is then order a new one and sign it over to the person you sold it to
