I have been at the Lee's Summit branch last Friday and again Monday this week. They have a line for Motor Vehicle related matters and a separate one for Driver's License related matters. These lines are outside the building to the left and right of the entrance. I went there Friday around noon, stood in line to place my name on the list. You're not expected to stand in line afterwards because they call you back on your mobile when they have room to attend to you. They called me back around 4:30pm that day and was attended to pretty quickly. Had to go back there Monday with an additional document and same procedure applied. This time I was called back around 3:45pm and was attended to immediately. Total transaction time was 10 mins. Bottom line, get there early, place name on list, wait for their call back. You can also mention you're coming from Illinois just so that they know you will have to be attended to same day, no question.
They have one line for driver's licenses and another line for vehicles he will probably have to go through both lines which will be a long wait. You may be able to make an appointment at another location like Blue Springs or independence or Harrisonville but you can't do that until maybe July.
