Title and bill of sale. If you owe personal property tax on the car you can still sell it.... That could come back to haunt you though. Try calling the assessors office in the county you live in and ask them. You can't do it at the DMV.

I really don't know. The 2 women that were there were rude. The guy seemed nice. The 2 women didn't seem like they wanted to be helpful. They were actually snarky.
