Is best to call them directly, embassy or consulate, listen to the prompt, at the end will be connected to a live rep. Countries work by reciprocity exchange, as a rule of thumb, if the visitors country requires visa you will need one, otherwise you won't, independent to have a permanent alien status.

It depends of your passport. My wife is Cuban, but permanent resident of the United States and she needs visa. Other countries do not need, depends where you are from.
