Have called/emailed at least 10+ times, and always get different answers. Due to covid everything is closed, understandable, but come up with another solution. First the consulate would open May 15, then May 28, and now still closed! Houston (where we currently live), Miami, and the Netherlands, all different answers. We are really busy from March. My son, 21, has dual citizenship; and next month his NLse pp expires, and no one has a solution except to fly back to NL, which is not an option now. Super disappointed in our US consulates! Only open for urgent consular matters. Very urgent for us as Dutch people, because we/he don't want him to lose his Dutch citizenship!

Friendly staff! Fast help, sometimes long wait. Parking entrance in front of building on Brickell. The best Parking to visit the Consulate General of The Netherlands is to park your car BELOW the building. Arrive at the front, and drive up on the furthest right side of the entrance. Always place to park your car and parking prices per hour are very reasonable. If you have an appointment with the Consulate General of The Netherlands, bring your parking ticket and they will give you a free pass. ONLY if you have an appointment and you have to ask for it. Easy access from parking garage to consulate with internal elevator.

No. They have a preferred photographer nearby in brickel, but it you follow the website picture guidelines you can do it anywhere
You can get those at Walgreens or anywere that takes photos
3 Months if your an American citizen but if you have a Dutch passport , you can stay as long as you want.
You could providing that your mother registered you when you were a baby in the country of her birth.
Make an appt with the counsel general. If you can, prime t your request off the internet. Take pics
Make a declaration first. Then passport application

As long as the United States residence (Green card) is valid, you can travel without the need for a visa by taking your residence and passport with you when you travel.
I paid with my debit card. They will be able to tell you who you fill it out to.
