Is he not allowed to renew it in Germany where he lives? If he's currently in Miami then yes he can renew his passport here. They will help him out with that or anything German related. The services they provide here are awesome.

Yes, but it is a long process. Takes about three years and lots of paperwork to send in. Check the consulate websites. There is a whole page explaining the process to follow. You can also hire a lawyer. I was quoted $3000 for the lawyer to do the paperwork.

My understanding you need to renew in person. The following documents are required for the application (original + 1 photo copy): completed application form two identical recent passport photos your birth certificate stating the exact place of birth marriage certificate, previous passport (data page with photo) valid residence permit in the US, driver license You need to reserve an appointment through the website as well. The cost is 81 euro for renewal and 32 for expedited service.
