it depends of what you intend to catch. for stripe bass, live anchovies, herring, and sand crabs are the best, for Salmon, anchovies and herrings
Sabiki catch all the small stuff, shrimp works very well for all types of surf perch which are good eating. You can also catch jacksmelt with the same bait on top of the water column but they can be chock full of worms. end of the pier you can catch live baitfish and toss them when stripers are around. And crabbing is good with squid/anchovies when its not so crowded
Small fishes: sardines, anchovies, and perches. As well as small worms or shrimps. Good hurting!
