Hey Benjamin - you can, however, you would have to launch on your own and not via a tour. Our insurance only covers people in our vessels so you'd have to look at just launching from Kings Landing!
Never saw signage that stated you couldn't. Tour guide stated the boats can get beat up. I'm sure they wouldn't care as long as it's realistically sized for the waterway.
