We went upstairs for free but we had to buy some food in order to take the The appetizers we bought ended up being more expensive than just taking the $25 ride up. the rotating restaurant wasn't working very well that day so we didn't get the full scenery that we could have had it been working.

If you are a hotel guest, you can go up to the top for free with your room key. They have a desk where you pay for tickets to go up so i believe there is a fee if you are just visiting.
