As other's suggested, shuttle or lyft. Or if you'd like a nice slow rode with a view of the Westgate and other scenerey not on Las Vegas Boulevard, take the 108. It takes you right to the corner or Main & Las Vegas where the Stratosphere will be and will only cost you two bucks.
The best way I've always got around is riding transit to City Center, or now I take Uber
