You have to go through the screening to be a foster parent. You can't just walk in and foster that day.
You take it to the shelter and tell them that you found it and would like for them to receive the cat.
Going to do the paperwork they definitely need volunteers to be foster parents to these poor animals thanks for wanting to be a foster parent to these lost animals
