Yes, once you pay adoption fee, animal is sxheduled for spay next day. While under anesthesia, they microchip them. Then they call you when animal can be picked up, which is usually the day after you pay for them

If you an animal from there, they will either already be spayed/neutered or you have to get it done yourself. It's part of the adoption contract. They do give you vet discounts to get it done. You get your first visit to a list of contracted vets free (not including medications, unless it's for a condition that was already being treated by the shelter).
Yes you cannot adopt from any animal control without the animal being altered
