There is a great effort to keep animals in place. This includes counseling. Your dog may have physical problems which make him incontinent. Before you give him up, which would traumatize both of you, call the shelter yo find out about services, veterinary and behavioral.
I too would suggest calling. 1st to check that they are taking dogs. 2nd to check their requirements. Sorry it didn't work out with your dog.
You probably have to do some paper work first. Give them a call, they will give you the best information.
