My neighbors have 2 huskies they leave outside in like a 8x8 cage. They have a dog house but it doesn’t look too warm it’s hard to tell there’s some bushes in the way. Dogs seem ok now but temperatures are dropping what should I do?

Talk to your neighbors first and tell them how to correct the situation and if they do not call the Center or ASPCA which is directly involved with animal enforcement.
