Nice view going over dam and back. About 1 mile round trip. All paved and easily accessible. Some additional trails going down into basin that can be managed with skill and appropriate equipment. Ideal for picnics or Frisbee. If I recall correctly, visitor center is less accessible.

I would say NO, as your question is a little a vague of the level of handicap. With that said, there is plenty of beauty to appreciate on the paved areas around Quabbin. If you go into the main entrance, you can park and there's all paved (like for wheelchairs or mobility issues) no car road. Enjoy!
